Cecile Charlton, Executive Director

Cecile has been the DCTMA Executive Director since 1999. In this role, she works directly with SEPTA, the Delaware Valley Regional Planning Commission (DVRPC), PennDOT, local municipalities, emergency response personnel, elected officials, and business leaders to discuss transportation issues and initiatives impacting Delaware County.

Cecile’s commitment to her community is demonstrated by her involvement with a variety of organizations. She serves on the board of directors for Community Transit, Inc.; the Delaware County Historical Society (chair); the Brandywine Convention and Visitors Bureau; and the Delaware County Chamber of Commerce. She also serves on the Upper Darby Weed & Seed Committee  and the Route 202 Advisory Committee. Cecile received Delaware County Community College’s Star Alumni Award in 2002. In 2003 she was given the Delaware County Chamber of Commerce’s ATHENA Award for an outstanding woman in business, and in 2006 she received the Spirit of Excellence Award from the Delaware County Friends of The Women’s Commission. In 2003, she was chosen to be a civilian member of the National Security Seminar at the U. S. Army War College, Carlisle Barracks in Pennsylvania. Cecile is a life-long resident of Delaware County and is a graduate of Haverford High School, Delaware County Community College, and St. Joseph’s University.

Trish McFarland, Project Coordinator

Trish’s responsibilities include the DCTMA’s Municipalities Conference & Trade Show, the annual Access to Jobs EXPO, Bike to Work Day and coordinating various other events and special projects throughout the year. She joined the DCTMA in June 2011; prior to that she worked at the Delaware County Chamber of Commerce for eight years, most recently as Vice President.

Trish is a graduate of West Chester University and Cardinal O’Hara High School. She is a life-long Delaware County resident and currently lives in Springfield with her husband and two daughters.

Terri Salvadore, Director of Operations

Terri has been with the DCTMA for 17 years. Her primary responsibility is to manage grant reporting, accounts payable and receivable, and coordinate other financial matters for the TMA. She is a graduate of Neumann University. Terri currently resides in Middletown with her husband, and is the mother of three and grandmother of five.
